Repository metrics are context, not quality scores. Active installations measure adoption and can strongly reflect a plugin’s age and historical popularity. Ratings, recent updates and “Tested up to” metadata also do not guarantee modern code, error-free operation, security, feature completeness or suitability for a particular site. Why active installs don’t tell the whole story →
WP PlugIndex currently records Multisite Recent Posts Widget version 1.1 as active, updated 14y ago and tested up to WordPress 3.0.
Overview
About this plugin
org/extend/plugins/network-latest-posts/
Creates a widget to show a list of the most recent posts across a WordPress MU installation. It shows the most recent post from each blog. This plugin is based on the work of many authors.
This works on previous versions of WPMU, but not on previous versions of WordPress (where it doesn’t make sense).
Options
Number of posts to show – list this many posts.
Number of days to limit – only go back this number of days to get posts. Set to -1 for no limit (default).

“Tested up to” is directory metadata supplied by the plugin author. WP PlugIndex does not turn an older declaration into a claim that the plugin is incompatible.
